Land lots on the same title were assessed as individual lots rather than a collective. Avison was able to solve the City’s mass appraisal model to understand the quantitative relationship between lot size and unit value. The parcels were revalued based on the lot size on title, which reduced the unit value for each. Further, Avison demonstrated the highest and best use of the land as multi-residential and secured a change in the applied tax rate.
