Langley Approves Willoughby Transit Corridor Plan and Gordon Neighborhood Plan

June 22, 2026

By Mike Harrison

At the June 15 council meeting, the Township of Langley gave 3rd Reading and Final Adoption to the new Willoughby Community Plan, the new Willoughby Transit Corridor Plan and the new Gordon Neighbourhood Plan.

Background

Building on the update we provided earlier this year (article can be found here), the Township of Langley has since refined the draft Willoughby Community Plan, Willoughby Transit Corridor Plan and new Gordon Neighbourhood Plan and carried out a comprehensive public engagement process in April to collect feedback on the draft plans. That feedback resulted in a handful of meaningful updates to the plans in May, prior to First and Second Reading, and then eventual adoption of those amended plans at the June 15th council meeting.

Willoughby Transit Corridor Plan

Shown below is the approved Willoughby Transit Corridor Plan, which includes amendments which:

  • Lowered minimum density of the medium density designations from 8 storeys to 6 storeys
  • Reduced the minimum density of the high-density employment designation from 12 storeys to 6 storeys
  • Converted a portion of the apartment designation area south of the Langley Events Centre to townhouse
  • Added floating symbols for future urban schools

Below is the approved Willoughby Community Plan, updated to align with provincial legislative requirements, the new citywide OCP, the new transit corridor along 200 Street, and the new neighbourhood-level plans.

Gordon Neighbourhood Plan

Pictured below is the new, approved Gordon Neighbourhood Plan, which consolidates the previous Central Gordon and Northeast Gordon Estates plans. Since our last update in March (article here), a couple of minor changes were made to the land-use designations of specific properties and, more broadly, the units per acre (UPA) density limit for the 22 UPA townhouse designation was increased to 24 UPA.
