Surrey Starts Grandview Area 5 NCP

At the July 13th council meeting, city staff were given authorization to officially begin the Neighbourhood Concept Plan (NCP) process for Grandview Heights Area 5 in South Surrey.

Area 5 is the last NCP area within the larger Grandview Heights General Land Use Plan to be planned.

In 2022 the City surveyed property owners to confirm support for an NCP and in late 2024 city staff undertook the prerequisite environmental assessment and market studies for the plan area.

The background studies are noted to now be substantially complete, finding that:

• There are watercourses, wetlands and sensitive habitat areas that will need to be incorporated into the land use plan.
• There is “demand and absorption for residential and commercial uses” and a “strong market for a mix of housing types” which will be the basis for the draft land use concept.
• Grandview Area 5 sits on a ridge and services in multiple directions, sharing infrastructure with North Grandview, Redwood Heights and Darts Hill through a combination of new infrastructure and upgrades to existing systems.

What you need to know

• The NCP will be created following the usual 2-stage process, beginning with land use, followed by a detailed engineering study in stage 2.
• The corporate report suggests we could see a draft land use plan as early as the first quarter of 2027.
• Development applications will be process concurrently with the planning process but will be held at 3rd Reading until Stage 2 of the plan is approved.
