Joel has a diverse real estate background that includes appraisal, acquisition, urban planning, and land development. Known for creating successful arguments that focus on a property’s unique attributes, he has generated, over his 15-year tax agent career, an estimated $15-million in tax savings for clients.

Recent examples include using the income approach to value unique and large industrial properties. Many Assessment Department’s use the comparison approach and statistical modeling systems to conduct their mass appraisals. If no direct sales comparables exist, these modeling systems will project a value onto a property. In these situations, Joel has convinced Boards that in the absence of good comparables, the income approach provides greater reliability.

Another example is convincing Boards to increase vacancy rates for suburban offices. Assessment Departments tend to apply one vacancy rate to all office buildings within a large geographical area. Using data collected by Avison Young’s Research Department, Board’s adjusted assessments to reflect more localized conditions.
